norm). There have also been loud cries of hypocrisy over the US’s criticism of China’shuman rights record together with its campaign for the freedom of Tibet. Currentlyin China there are 30,000 people executed every year while a lesser number in the USthere are still thirty states that legally execute criminals. 14Furthermore, whilst theUS has supported Tibet it has not supported similar plights for independence such asPalestine from Israel or Kurdistan from Turkey. 15Often there are ideological, cultural, religious and historical factors at stakewhen determining what constitutes an ethnic conflict and hence the grounds forhumanitarian intervention. The issue of humanitarian intervention in the name ofresolving ethnic conflict is therefore a complex one, undermined by its very basis --ethnicity. It really depends on who’s judging when to intervene in and on behalf ofduring ethnic conflict. For this reason it is not recommended to propose that the UNextend its power or authority without the consent of the state in dealing with ethnicconflicts except in the case where there is gross and heinous violation of humanrights.In a culturally variegated world it is generally agreed that gross and heinoushuman right abuse is unacceptable and should not under ride sovereignty of thestate. Although this consensus has failed to stop the occurrence of gross violation ofhuman rights that can only shock the conscience of mankind.(East Timor serves as aconstant reminder). Not only has there been differences raised as to ones consciencebut there has also been questions raised around the accuracy of reporting. The latterconcern is evidenced in the case of Kosovo in 1999.
