第16回佳作dominance of Non-Governmental Organizations over the last decade or more.The fourth reason relates to the secondary recommendation that the UN dilutes itsrole across its broad range of agencies to focus on the core function as an umbrella ormother facilitator/mediator of matters relating to international affairs.The possibility is also canvassed that conflicting parties may not be able to cometo a mediated agreement. In these circumstances where the conflict continues toescalate then armed intervention is recommended -- regardless of the consent ofthe invaded state. In order for the intervention to be justified then there must beuniversal consensus from a broad range of states. To this end it is recommendedthat the structure of the Security Council be revised to include, at the very least, anadditional seat of Middle Eastern or African descent. It is furthermore recommendedthat the veto power of permanent Security Council members be removed.881
