In sum, the UN must start conveying the message that conflicts-- wherever they may be -- are its legitimate concern, and it is its business to settlethem fast and early.Ⅲ.INTEGRATED CONFLICT MANAGEMENT, RESOLUTION & PREVENTIONAPPROACH.Ensuring that results of preventive efforts would last and be respected by theparties concerned is extremely important. There cannot be a slip-back or recurrenceto pre-involvement situation. The AFP's“Peace-building”concept is one nobleinnovation in the right direction. The UN, however, must be bolder than this. Peacebuilding challenges should not be taken up in post-conflict situation only. It must bedone anytime it is required.This means being ready to redress such problems as‘failed’states, rampant humanrights abuses and any other problem that might serve as a precursor to ethnicviolence. Some may perceive these as long-term problems. They are not. In fact, thereis no such word when it comes to threats against human security. All are urgent, andall require immediate response and action. For this purpose, all the UN bodies andagencies must be utilized more effectively, particularly, in terms of coordination. Theymust be able to take the lead in their respective areas of responsibilities and mobilizeall potential resources -- including those outside the UN system -- to eliminate the rootcauses of the problem in an integrated and comprehensive manner, Such‘assertiveprograms’that strengthen the main bases of the community are exceptionally rare. Itis time the UN embarks on them more purposely and vigorously.In its own parlance, the UN would probably want to liken this to“multi-dimensional”823
