Journalists, scholars, community leaders, and also those from business, to refer toa few examples, are all excellent resources whose perceptions and insights wouldunmistakably broaden and enrich our perspectives and analyses of a situation.Their expertise should be tapped, and their contributions purposely solicited bythe UN. In line with the imperative to be universal and equitable, the quest fora broad partnership should avoid focusing on the elite and privileged.“Friendsof the UN”should not be an exclusive club of the rich, powerful or influential; itshould be open to everyone from every walk of life.・Sincerity:The invitation to the public at large should come from the heart, noton the basis of lucrative per diem. Financial reward is not the most importantdenominator in wooing the contribution of the people. Correct attitude countsmost, convincing and treating the public at large as equal stakeholders with equal“ownership”of the world: its problems, solutions and future included.Ⅱ. PROMPT & COMMITTED RESPONSE.The advantages derived from having advance information and knowledge meannothing unless they are acted upon by quick and credible actions. The UN must beready and able to engage itself with the fullest commitment and resources. It cannotbe half-hearted and under-prepared, including financially. Most important of all, itmust know the timing of its involvement, namely at the early stage of an ordeal --before a tense situation erupts into a full-blown violence.PKO may be the best-known means and form of the UN's peace resolutionendeavors. However, the launch of a PKO may very well indicate that the UN is onlyengaged at the advanced stage of a conflict situation, unless it comes in the form ofpreventive deployment ala Macedonia(UNPREDEP). Accordingly, the UN will haveto utilize more conflict resolution means and mechanism other than PKO, preferably822
