Thus,“Zero Violence”should be the common framework in thepursuit of effective preventive actions. Based on the discussions in the earlier sections,the following are recommendations of some of the measures and mechanism the UNmight want to consider in order to attain“Zero Violence”:Ⅰ. STRATEGIC ALLIANCE & BROAD PARTNERSHIP.This should be done in all areas of engagements, as a realization of expandedcooperation and coordination functions identified earlier. For the particular purpose ofenabling effective preventive actions, a focus on information gathering and analyseswill be necessary. Having accurate advance information is a first crucial step to timelyand effective preventive actions. This does not mean encouraging the UN to spy orputting up reconnaissance activities on member countries. There is no need for theUN to seek for confidential data and information. What it needs is to make good useof the readily available data, transforming them into solid understanding and analyses.The main principles and mechanisms to do this are as follow:・Transparency: Potential sensitivity and misunderstanding from the targetedparties should never be taken lightly. Hence, a top priority in informationcollection activities is to have them done in the fullest transparent mannerpossible. The allegations -- founded or unfounded -- over the UN verificationmission in Iraq, for example, should never happen again, as they only inviteunnecessary tension and resistance.・Inclusiveness: Noting the fact that many other institutions as well as individualsare capable and well-placed in generating data and making sound analyses, whatthe UN must do is essentially to reach out and encourage those experts out thereto be more actively involved and to contribute to the works of the organization.821
