第16回優秀賞is truly exemplary, and it provides the needed insights and leadership for concertedinternational efforts to promote peace and security in the often troubled continent.Other initiatives and innovations abound. However, as in the PKO and Africaninitiatives, they are mostly strategic and long-term in nature. Hence, results of theseefforts are mostly unseen and unappreciated by the people.“OnethemostobviousproblemsoftheUNistodeliverimmediateandtangibleresults.Wearenotlivinginthefuture.Theproblemswearefacingtodayrequireimmediatesolutions;theywillnotwaitsotheycouldbedealtbyfutureorpotentialcapacity.”Here lies one the most obvious problem areas of the UN: to deliver immediate andtangible results. Keeping a forward-looking stance is commendable. But, we are notliving in the future. The problems we are facing today require immediate solutions;they will not wait so they could be dealt with by future or potential capacity. Thesituation is particularly distressing when it involves the lost of lives, or when thepeople affected have no choice but to flee their homelands. Following the idealsenshrined in the Charter, it is clear that the UN is to be blamed for its gross failure toprotect the people from the horrible and traumatic sufferings of genocide and ethniccleansing. In view of this, a total revamp is obviously and urgently needed.The key word to remedy this situation, as rightly pointed out by Secretary-GeneralKofi Annan at the 54 thSession of the General Assembly, is preventive action. Thequestion is what constitutes effective preventive action when the UN has been talkingso much about it and since so long time ago, i.e. when“preventive diplomacy,”“earlywarning”and other corollary concepts were first introduced in the Agenda for Peaceby the then Secretary-General Dr. Boutros Boutros-Ghali. The UN apparently fails to819
