Nonetheless, it helps to give us some guide in predictingpossible occurrence of violent incidents. As the Carnegie report notes,“many conflictsare in fact chronic states of violence traceable to long-standing antagonisms.”On the other hand, the UN adaptation and innovations are not as readily observableas the facts on the violent incidents. Hence, the impression of a stark gap betweenneeds and actions. To be fair, this is not because the UN has not done its homework.It is because a significant number of its adaptations and innovations are essentiallyqualitative, and in most cases, they are aimed at long-term objectives. A case in pointis the“Standby Arrangements for Peacekeeping,”which is being implemented inpursuance of a Security Council's request in 1994(S/PRST/1994/22). The Secretary-General is continuing the efforts to strengthen the organization's capability in thisarea, among other, by encouraging more member countries to join in the standbyarrangements. So far, the result has been encouraging. As indicated in the Secretary-General's report of 30 March 1999(S/1999/361), 81 members have now pledged theirreadiness. This, in total, makes 104,000 personnel to be available for peacekeepingoperations. Deployment time of peacekeepers is now also more precisely known:43% of the confirmed standby resources have a response time of 30 days or less; andthe rests between 30 to 90 days or more. In effect, all these translate to improvedpreparedness of the organization.Another case with equally significant importance is the UN's initiative on Africa.The Secretary-General's comprehensive report on“The Causes of Conflict and thePromotion of Durable Peace and Sustainable Development in Africa”(S/1998/318)818
