As globalization is not the sole observable phenomenonin the eve of the coming millennium, it is imperative that the UN is also able to adaptand effectively response to other trends and developments arising simultaneously withglobalization.“The UN must strengthen its cooperative and coordinationfunctions. It must serve as an effective interlocutor, namely toembraceandmobilizeallpotentialpartners,andtoleadtheminconcertedactionsagainstglobalchallenges.”One troubling trend is toward fragmentation, i.e. the inclination to breakup from alarge and usually heterogeneous entity(in some cases, a nation)to smaller groupsbased on certain common traits. While globalization is rapidly erasing national borders,some groups of people are forcefully asserting and clinging to narrow exclusivism, e.g.following ethnic or religious lines. What is most distressing about this development isthe blind and reckless manner in which it is pursued, not uncommonly at the expenseof others.Pinpointing the exact reasons for narrow exclusivism is as hard as gauging thehuman emotion itself. What is clear and shocking, however, is the alarming frequency,and also the ferocity, of these incidents. Most horrifying of all is the deliberatetargeting on civilians -- with children, women and the elderly becoming the majorityof the victims. Thus, violent and bloody ethnic conflicts, such as the ones unfolding inRwanda or the former Yugoslavia, become the most pressing issue for humankind.813
