第16回優秀賞governmental organizations, as well as individuals, are taking more and more activeand central roles in global matters, including in conflict resolution activities. Notonly are these new actors making significant headway in terms of physical presencein the fields, the results of their works too are highly laudable. The awarding ofthe 1997 Nobel Peace Prize to Jody Williams for her extraordinary works leadingto international ban of personnel landmines, and also the 1999 Prize to the DoctorsWithout Borders, amply and aptly illustrates the exemplary contributions these newactors are making to international peace. The rise of the concept of“civil society”further underscores the increased importance of non-state actors, and in proportionto this, a prospect for a reduced role for the nation-states. Altogether, the increasedprominence of the new, non-state actors demonstrates the multiplicity of playersinvolved in a globalized and divergent world -- each having relative advantage andstrength vis-a-vis the other.Another salient feature of globalization is the paradox contained therein. Some findsglobalization enabling and empowering, while for others it is perplexing and chastising.To the fast learners, globalization opens real possibilities to obtain the bests the worldhas to offer. To those unprepared, globalization could be cruel, leaving them laggingbehind, if not completely alienated. In short, globalization -- as a process -- might beuniversal in how it permeates to all corners of the globe. Its effects, however, are farfrom uniform.Last but not least, global inter-connectivity makes events much more complex. Thisis to say, an incident in one area is rarely isolated, and it is usually less clear-cut withregard to its root causes. In addition, it almost always brings serious repercussions orspillover to the adjacent areas, possibly even further.809
