This in turn would help develop a resilient civil society capable ofwithstanding the disruptive vagaries of globalization and protecting its members.Contrary to the general perceptions in the North, the poor in the South (and moreso in the North) do not want to depend on a perennial handout from donors eitherat home or abroad. What they really want is an opportunity to be able to build aviable and self-sustaining life for themselves and their families. The global poor haveamply demonstrated that they are credit-worthy. It is high time the United Nationsdemonstrate that it is people-worthy.692
