第15回優秀賞the globe in order to devise the best microcredit model for each community in acountry.These points will be elaborated below:(1’) As noted earlier, in the age of transgovernance, the line separating governmentfrom non-government has increasingly blurred to the extent of being meaninglessin reality. It is especially so in social programs such as poverty alleviation wheregovernments and NGOs are necessary partners with each another. UNMCA shouldand must rely on trained sensitivity as well as on the experience and expertise of allexperts available from the private financial sector and private non-profit organizationsas well as inter-governmental organizations such as the UN. Particularly, in the areaof microcredit whose borrowers are overwhelmingly women, sensitivity to genderissues must be ensured by recruiting experts capable of advocating for women (e.g.,UNIFEM, UNFPA). By the same token, UNMCA must be sensitive to the implicationsof its programs for children (e.g., UNICEF) and refugees/displaced people (e.g.,UNHCR).(2’) In order for borrowers to succeed in small business, they have to be supported by broaderprograms of socio-economic training such as literacy, childcare, community organization,bookkeeping skills, and gender awareness lessons for men, i.e., husbands. 27(3’) Microcredit relies on peer pressure and moral encouragement for loanrepayment. In case that arrangement fails and a borrower defaults on a bona fidebase, UNMCA insures the debts of the borrowing groups as a whole. As a matterof fact, the World Bank provides loans only when a host government guaranteesrepayment.
