of the World Bank’s CGAP, i.e., US$ 30 million -- much less than 1% of what theBank disbursed to the South in 1996 -- was too meager to be meaningful. The recordof other UN agencies in the area of microcredit has not been satisfactory either.Thus UNDP (the United Nations Development Program) -- a central organ of UNdevelopment effort -- does have a microcredit program. It is called“Microstart”andoffers US $40 million for pilot programs in 25 countries, giving grants and technicalassistance to help new micro-credit organizations. However, this is hardly sufficient,and if anything seems minimal against actual needs. Clearly, there is a need for theUN to do much more in the area of microcredit in an effort to alleviate the destructiveconsequences of globalization.? What the UN Should and Can Do in the Area of MicrocreditLet us assume the following: there is a new UN specialized agency --“UNMCA”(UN Micro-Credit Agency) -- with a US $ 10 billion fund dedicated solely to promotingmicrocredit programs throughout the world. It ? has an able staff of financial expertsand development practitioners of all sorts recruited from NGOs and the privatefinancial sector, as well as from UN specialized agencies such as the World Bank,the IMF (International Monetary Fund), UNDP, UNCTAD (the UN Conference onTrade and Development), UNIFEM (the UN Development Fund for Women), UNFPA(the UN Fund for Population Assistance), UNICEF (the UN Children’s Fund) andUNHCR (the UN High Commissioner for Refugees); ? promotes technical and socialassistance enabling microcredit borrowers to succeed in their small businesses; ?insures the default of borrowers under extenuating circumstances; ? encourages moreprivate investment in microlending; ? serves as an advocate for microcredit by proddinggovernments to reform their regulatory systems to facilitate microcredit programs;and ? analyzes and monitors the ongoing programs through its branch offices across688
