This is aimed at giving clear ideasof missions to commanders and planners and yet, to express that such missions arebacked by the international community. The appropriate composition should be ofmore importance for the part of disputants since the threat or use of force endangersthe UN’s credibility and impartiality. It is necessary to avoid using logic of war. Asa whole, while the UN needs to raise the philosophical and political awareness of theinternational community to give reasons for the necessity of peacekeeping and peaceenforcement operations, disputants also need to receive a universal message, not adisguised message from leading permanent members in the name of the UN.For the efficiency of forces, unity of forces in terms of language, training andphilosophy is inevitable. Training and exercising method needs to be furtherdeveloped as far as peacekeeping forces are formed at a multinational basis. Despiteof some arguments, PFP (Partnership for Peace) and CJTF (The Combined JointTask Force) within the framework of NATO should be further exploited to bringa wide-ranged structure of multinational forces. This will ease shortage of futurepeacekeeping forces. The UN also needs to establish more simplified communicationstructure and integrate civil-military planning in cooperation with them. 20More importantly, globalisation urges the UN to consider more fundamentalmethods to enhance its efficiency in its entire operations. For example, it is urgent toimprove logistic system to allocate goods, foods and equipment with the support of theinternational community. Leading countries in terms of assessment for the UN andtechnology have to give their support and to secure means for delivery. Food shortageand deprivation of education and social welfare cannot be restored by military action.This kind of day-to-day engagement is a factor to assess member states’capacity and,in the nearest future, a factor to select candidates for the Security Council.
