The division of labour on an equal term is sodifficult that the unilateral military intervention by the US occurred in the DominicanRepublic and Grenada. In the former in particular, the US’s assertion to create theInter-American Peace Force was rejected by the UN since there was no consent.The US has challenged the UN Charter and the legitimacy of regional organisation’sarrangement earlier than Russia while, as seen in Haiti’s case in early 1990s, the OAShas also no institutional means to‘enforce’compulsory measures.However, the US as a permanent member of the Security Council brought theissue to the UN Security Council to get universal authority. The OAS has given theinternational community a lesson that regional settlements can be conducted withinthe framework of Articles 52 and 53 of the UN Charter and later be brought to theattention of the Security Council as international issues. At the same time, like theCIS peacekeeping, the involvement of the permanent members of the Security Councilin regional settlement affects the interpretation and legitimacy of the UN Charter.Therefore, it is required for the UN to balance the activities of regionalorganisations with those of the international community. As far as member statesof regional organisations are prone to favour one or another disputant, so are themember states of Security Council. What the arrangements by regional organisationsimply is that the meaning of the resolutions and the UN Charter is endangered andin this situation, there would be unnecessary pressure on the Secretary-General. Arecent showdown against Iraq suggested that the manner taken by Russia, Franceand China can be highly valued provided that the outcome of the missile diplomacycannot be forecasted.Related to the UN resolution 425 discussed above is that the UN can yet encourage648
