In the absence of such a framework, it is difficult to keepup momentum, to reinforce interest, and to allow for others to participate in thedebate.(a)ReformingCompositionoftheSecurityCouncilThe Case for expanding the Council is strong as it essentially reflects the worldin 1945. Despite an increase in UN membership from 51 to 185, seats in the Councilhave only increased from 11 to 15. Five out of 15 are permanent and vested with vetopower, and the rest elected for two-year terms by the General Assembly and unableto overrule decisions with a single vote. Adding a new level of Council membershipwould leave other states with more access to non-permanent seats. All countries,however, want to be on the Council as often as possible and will assess any proposalfor change relative to their own prospects of getting on more often. On the basis ofeconomic clout, Germany and Japan are cited as potential new permanent members.Japan’s desire to become a permanent member is based partly on national pride,partly on a wish to contribute, and partly on a desire to shape and influence worldevents in a multilateral setting. The inclusion of Germany and Japan alone, however,will worsen the North-South imbalance in the Council. In such a perplexing situation,Japan can set an example by formulating a clear set of objective criteria.In order to win further trust and support for its entry into the Council as apermanent member, Japan must do the following:589
