Japan is now in a position to play a leading role in making the market functionsstick and in boosting creativity. In this connection, Japan must make efforts toconvince other nations to complete trade and investment liberalization by 2010 forindustrialized economies and by 2020 for developing economies. On its own part,Japan must further liberalize its capital and financial markets, make them moretransparent and turn the yen into a truly international currency.Japan’s international business activity is now organized through tight networks thatlink banks, industrial corporations and trading companies. Japan is now developinga new three-zone strategy in which production, marketing and finance are tightlycontrolled within each zone but in which there is also an overall shift away fromNorth America and Europe towards Asia. Asia is rapidly becoming not simply themain site of overseas production for Japanese companies but also their main overseasmarkets and borrowers. In this context, Japan has obligation to assist Asian countriesby promoting the concept of economic integration and by becoming a foundingmember of an“Asian Union”that could occupy a role similar to that of the EuropeanUnion.The role of the Japanese private sector will also be important in creating a NewWorld Economic Order. I expect more Japanese companies to become part of foreigneconomies and to provide them with vitality in the 21st century. For instance, theMatsushita group’s economic output now accounts for 2.3 % of Malaysia’s GDP.D．Environmental conservationAs mentioned in the introductory section, global environmental problems arereaching serious proportions.
