第14回優秀賞A.Global peace and securityIt is widely held that Japan is unable to contribute adequately in this area. Japanmust rid itself of the“small country mentality”and must not hesitate playing amore critical role in concert with other countries, if that is necessary to maintaininternational order. While there are constitutional limits to what Japan can do inthe area of global dispute settlement, it can certainly contribute more to fosteringinternational peace and stability though peacekeeping and preventive diplomacy.Currently, Japan limits its participation in UN operations to transportation and otherlogistic support. I believe that its active participation in peacekeeping operationswill be welcomed in most, if not all, countries. Also, as a nation that shares both inthe material civilization of the West and the spiritual culture of the East, Japan canplay an intermediary role in the global community. Senior Japanese politicians andacademics can vigorously engage in preventive diplomacy in resolving local andregional conflicts in Asia, where Japan has strong clout both in terms of culturalconsciousness and trade. Japan’s spiritual tradition is a multidimensional mixtureof the three religions of Confucianism, Buddhism and Taoism. Their expertise inreligious tolerance can be used to resolve religious conflicts in countries of the MiddleEast. Japan, being the only country that has suffered from atomic warfare and theonly major country that has agreed not to produce atomic weapons, is in an unusuallystrong moral position to take leadership in controlling nuclear weapons around theworld. It must contribute more actively to discussions on banning landmines andweapons of mass destruction.In recent years, the world witnessed the emergence of a security communityamong advanced countries, which developed a closely bound sense of interdependencein economic, military, cultural and political affairs.
