第14回優秀賞“Japan’s Role in the Formation of the“New WorldOrder”and in Organizational Reforms of the UnitedNations”Ancha SrinivasanAbstractThe need for establishing a New Political, Economic and Social World Order inthe post-Cold War era is widely recognized. Japan, being one of the two largesteconomies and aid donors, can play substantial role in achieving this. Japan’s role isexamined here in terms of its potential contributions to global peace and security,international collaboration, economic growth and stability, environmental conservation,and developmental policy including Overseas Development Assistance(ODA).It is concluded that Japan, with a little more confidence in its visionary nature ofthe attitude toward the global society, will be able to play a unique and possiblysignificant role in the process of World Order restructuring. Japan’s valuable expertiseduring the past 4 decades in various initiatives for peace, nonproliferation, sustainabledevelopment and other areas will enable it to make even greater contributions to theachievement of world peace. The essay then focuses on Japan’s role in organizationalreforms of the United Nations(UN), especially with reference to Security Council. Itis suggested that Japan must participate in high-level intergovernmental discussionsand in encouraging involvement of non-governmental organizations(NGOs)in theUN reform process. Japan can also help in developing various negotiating strategies,and the diplomatic and political leadership needed to realize the most crediblereforms in the UN system, including those concerning the size, composition and575
