第14回最優秀賞and Japan is an authoritative and powerful framework, Japan may have some wisdomto offer which is not directly from the neo-liberal school of economics.Finally, Japan should adhere to the principles which it claims guide its ODAand overcome the tendency to be narrowly interest-based and obsessively observenoninterference. This means exerting leverage - even pressure - upon recipients withthe objective of promoting democracy, respect for human rights, and moderationin arms expenditure and exports. This is not to suggest that Japan should beconfrontational, nor necessarily tow the line of a cosmopolitan agenda that it is notentirely comfortable with. But by at least adhering to its own ODA Charter Japancould revolutionize its image in the international community and give real weight toits internationalist aspirations.The EnvironmentThe natural environment is a further area well-suited to Japan’s comparativeadvantages: its technical expertise, a development strategy which has an admirablehistory of adaptation, and an ODA disbursement large enough to supportenvironmental issues and promote consciousness world-wide. Furthermore,despite the economic downturn which Japan has suffered, in absolute and relativeterms the Japanese economy is healthy enough to make the long-term decisions,experimentation and improvisation necessary to take a leadership role in this area.However, potential leadership is not always transformed into real leadership. Again,the political landscape of Japan is such that progressive and internationalist policieshave to overcome structural obstacles: powerful industrial, bureaucratic and thereforepolitical forces against environmentalism exist at the heart of the policy-makingprocess.
