l940s.‘National interest’has tended to have a somewhat narrow definition and theconcept of the‘international society’does not run deep in the Japanese psyche, traitsdemonstrated in Japan’s response to the Gulf War. There is a heightened sensitivityto commitments which may carry with them even a hint of escalating involvement;the increased participation in peacekeeping and the greater Japanese responsibility inthe review of the US-Japan defense guidelines have prompted this reaction. 8However, there are changes; leaders are seeking to overcome the psychologicalconstraints imposed by history and move forward, even in military terms. Theexpectation of the outside world for a greater Japanese role in international politics,especially after the Gulf War, is undoubtedly encouraging this.Cultural factorsIn assessing how Japan’s culture has a bearing upon its potential for internationalleadership one must be wary of outdated generalizations. Yet the image, oftenperpetuated in the West, is that Japan is‘different’, somehow mysterious, and notreadily understood by the established tools of Western economics and political science.Cultural determinism as a guide to foreign policy in Japan, or any other country,has severe limitations. Culture must be seen in the context of a multitude of othervariables, amongst which it is impossible to assign relative weight with any accuracy.Moreover, in Japan - as in every other country - blanket cultural generalizationsassume a monolithic, a historical society and ignore the different aspirations ofdifferent groups, the evolution of culture, and the development of new ideas.
