第14回最優秀賞Reality Check: a 21 st Century Framework for Global GovernanceThese are indeed fine words, but words alone do not constitute leadership. Asustained contribution to the tenets of global governance - that is, upholding orcreating‘public goods’- requires that a number of abstract prerequisites be met. Wemust establish what these are as a framework for analyzing Japan’s international rolesinto the 21 st century. Primarily, leadership requires a country to have a world vision,involving normative values such as market economics, democracy, human rights,international law, and the rules and norms of‘international society’. This is oftenconceptualized as a form of‘soft power’; the power of ideas, the ability to be able toconvince others of a certain course of action, of building consensus around long-termstrategies. This must be complemented with active participation in institutions andstructures through which this world vision is supported and promoted. In the courseof supporting certain international‘public goods’the willingness to occasionally makeshort-term sacrifices for the long-term greater good is an important asset. It is alsonecessary to be able to support - of course commensurate with a country’s abilities -collective security involving various instruments for the prevention and settlement ofconflict. Integral to this is the ability to be able to react and take decisions quickly in acrisis. Understanding long-term political trends - including the evolving nature of statesovereignty, the growing relevance of an international civil society of non-state actors,changing patterns of conflict, and the endangerment of natural resources - and takinga proactive, principled, and farsighted agenda-setting role is likewise an essentialleadership quality. Building consensus around collective goals is a central aspect ofthis. In connection with this is the ability to promote the quality of leadership: notnecessarily pervasive or global leadership, but leadership within certain fields. Thiscarries with it the necessity of convincing others of creative initiatives and engaging527
