Moreover, inter-state wars are a comparative rarity in relation to civil war,state fragmentation and state collapse, and the causes of this scourge are often socioeconomicat root. Subsequently, the kind of international action which can prevent oraddress such tragedies must be far-sighted and involve development assistance andtechnological cooperation as much as, or even more than, military intervention. Indeed,a stable international economic order and especially stable commodity prices are thehidden instruments which help to underpin peace in many countries, both developedand developing. A country which can off-set the negative impacts of globalization canfulfil a valuable leadership role, even if this does not conform to the classical model ofinternational leadership. Japan clearly has the potential to assist in the socio-economicbases upon which the international society is founded. Can it fulfil such a role?Japan’s AgendaJapan has been projecting itself as a major actor in international politics andcommitting itself to a greater burden of responsibilities within this evolvinginternational context. The thrust of this campaign has been an attempt to articulatea creative, progressive vision of international politics and to outline an agenda toaddress common challenges. On the occasion of the fiftieth anniversary of the UnitedNations the then Prime Minister of Japan presented a broad conception of peaceand security embracing socio-economic and environmental factors, and emphasizingthe need to focus on human security which transcends state sovereignty. Thiswas a cosmopolitan vision of global citizenship which also recognized a burgeoninginternational civil society comprised of non-governmental organizations.‘People-centredsocial development’and cooperation to meet global challenges constitute Japan’s525
