between the West and the Third World, and use its experiences to make a muchgreater contribution to the development debate.Japan can and should articulate more clearly a comprehensive vision of peaceand security which would fill an important gap which exists in the internationalcommunity. At present there is an emphasis upon short-term humanitarian assistanceand military solutions. Japan cannot at present participate in military force except inself-defense, so it should leave this to countries and alliances better suited to this roleand concentrate upon the prevention of conflict, peace-building, and developing theeconomic foundations of peace. Such a division of labor is quite logical and credibleif communicated clearly and confidently. Yet Japan must be communicative aboutits limitations and integrate its‘new internationalism’with a form of dynamic andproactive pacifism: international advocacy of peaceful settlement and disarmament,and the promotion of Article 9 of the constitution as a global ideal. This should not,however, prevent Japan from participating in UN peacekeeping. Japan should alsovigorously pursue its domestic political modernization and opening-up, because changein a country’s international role is best when supported throughout society, from thebottom-up.If Japan manages and communicates its position well, and makes certainadjustments in various policy areas, it can illustrate that it is already a central pillarof the New World Order and has an excellent case for Permanent Membership of theUN Security Council.522
