第13回佳作Even though the scope of this essay will only cover UNU informationdissemination, one must realize that technology is also vitally important in the coreadministrative and financial processes of UNU. There are literally hundreds of formsa staff member could possibly use in the lifetime of their service in the UN system.A streamlining of not only the amount of forms needed, but the processesneeded to initiate, conduct and conclude a particular personnel action should becarefully considered. The United Nations is introducing the Integrated ManagementInformation System (IMIS) 5that will greatly reduce the manual administrativeburden the UN faces. UNU must continue to ensure that IMIS is deployed at UNU,and not only used as a bandage to a problem, but as a comprehensive and effectiveadministrative solution.In addition to administrative and financial considerations, UNU would benefit,by exploring additional ways to reduce costs by leveraging technology. Be it puttingUNU Council Session binders on CDROM (as UNDP is doing with their Country FieldOffice directory); creating an online, interactive staff directory; or an online travel andmissions system instead of the faxed one received regularly, which is out of date, theminute a staff member changes a flight plan.UNU has the distinct privilege of being the only UN Agency with headquartersin Tokyo, Japan. As Japan is an influential force in the world of computers andtechnology, not only importing technical products, but aggressively designingand producing them, this gives UNU little excuse to not be more technologicallydeveloped. Japan is home to such companies as Fujitsu, Sony, Toshiba and others.These companies and others, are living proof of how the proper implementation oftechnology can benefit.5 Integrated Management Information System (IMIS) is a comprehensive human resource project designed to reduceor eliminate manual personnel actions (home leave, sick leave, payroll, etc) by performing these actions via computer.497
