概要

佐藤栄作論文集9~16

第13回佳作The main factor in guaranteeing a high ROI for any technological implementationwill be proper planning and organization of the entire effort. Not only must UNU simply implement technology, but it must examine thebusiness processes and models that the technology will be based on. For example, take a company that currently has a complex and inefficient office supply requisitionprocess, made up of 10 middle level managers, supervisors, etc. that all must be a partof a process to order one pencil. Adding technology to this complex and inefficientprocess may, at best, slightly speed up the process, but the end result is that theprocess is still inefficient, needlessly slow and with high overhead. The company mustfirst streamline and correct the requisition process ? and then add a technologicalsolution.UNU must be able to do the same for any of its business (or programme)processes that are inefficient and un-needed. Adding technology to a bad businessprocess will only be adding a bandage to the problem. UNU should analyze all ofthe business processes it performs to ensure that they are conducted in the mostefficient manner possible. From the generation of project and research ideas, to theirimplementation and development, to their conclusion, the process of dissemination isjust as important as how dissemination is conducted.1.A comprehensive overview and study of all UNU dissemination effortsshould be undertaken by a small team of marketing, administrative, technicaland publishing personal, to determine the case for the implementation oftechnology. The focus of this feasibility study should ascertain what UNU cando technologically to reduce costs, increase the accuracy of distribution toensure that the proper people receive the information, build up awareness andincrease the readership and interest of UNU publications.489
