第9回優秀賞countries will come to nought; if not to sharpen cleavages in these societies, therebyfurther aggravating the violation of human rights, political instability and poverty.Ⅵ.The UN and the Question of Environmental Conservation:Following the recent United Nations Conference on Environmental andDevelopment(UNCED)held in Rio de Janeiro, there is need to take concrete followupmeasures. This conference came as a culmination of increased awareness of theneed to chart a new course of sustainable development which would meet needs ofpeople without damaging the environment or undermining the natural resources onwhich they depend.Some important contradictions on environmental questions, however, have tobe resolved first before concrete measures to improve environmental protectioncan hope to succeed. First is that countries of the North, which have contributedmost to environmental degradation through industrialisation, have ? in materialterms - benefited most from the process. Secondly, the South is being prodded toconserve its rain forests and to judiciously manage its resources, while a plunderingof these resources is a method ? at least in the short term ? of raising financialresources needed to prop their crumbling economies. Third is the unwillingnessof some Northern states, notably the United States, to fully commit themselves toenvironmental protection ? citing e.g., problems of unemployment ? while one wouldhave expected a definite lead from them in environmental preservation.Given these contradictions, the United Nations has quite a challenging task inpushing forward with initiatives such as the proposed Commission on SustainableDevelopment scheduled for consideration by the 1992 session of the UN GeneralAssembly.
