Benefits of the“UN Review Mechanism”382The benefits of institutionalizing a process herein nicknamed“The UN ReviewMechanism”would be many. It would offer the UN Secretariat the formidableopportunity to help its members’focus their attention on important internationalrealities and help foster a multilateral perspective on how individual national policiesaffect the world system. Whereas the TPRM of the WTO encompasses issuesrelating only to Trade, the“UN Review Mechanism”might encompass other issuessuch as environmental protection, social justice, the economy, international peaceand security, and the political sphere. 21The Outline Form would ensure that no oneelement of development would be pursued in isolation and that the linkages amongstthese "dimensions" would be further understood and improved. The UN ReviewMechanism might also incorporate the Bretton Woods institutions involvement indimensions of development that the UN deems important. In this manner, coordinatedaction amongst the many institutional actors of development might avoid expensiveduplication. In short, the establishment of the mechanism would first push the UN toclearly articulate its purpose and secondly provide an institutional process that couldensure that it keeps a“unity of purpose”in both the“policy and operational spheres.”22The Development of the UN Review Mechanism: The UN Outline FormIn order to strengthen the UN’s institutional powers to revitalize itself from withinit will have to begin with a draft of the outline form. In the Director General’s Agendafor development of May, 6 1994 he discusses several dimensions which might providea starting point. These have already been mentioned: international peace and security,economic progress, the environment, social justice and good governance to name afew. To develop a more refined outline form a committee might be appointed similarto the FOG group that drew up the outline form for GATT. The Joint Consultative21 Asif H. Qureshi,“The New GATT Trade Policy Review Mechanism: An Exercise in Transparency or“Enforcement”?Journal of World Trade 24(1990). Mr. Quereshi comments on the TPRM saying, that“The normative structure ofthe criteria could, in theory, be multifarious, encompassing legal and economic as well as political aspects. However,the competence of GATT does not extend to what may be described as the political sphere. A Fortiori, the TPRMAgreement can only refer to economic and/or legal criteria. Indeed this was the understanding of the negotiatinggroup.”22 An Agenda for Development’: 10.
