operation. To achieve the UN’s many goals it will need to identify and concentrateon its priorities in both a holistic and focused manner. This is a formidable challengefor such a large international body. To be more than just a debating society it has toinstitutionalize the means necessary to advance realistic solutions. This will require anew level of commitment from the members of the United Nations.The Director General points out the new challenge that lies ahead when he states,The need to pursue a more holistic view of development, fullyencompassing economic as well as social dimensions, and the importanceof taking into account the specificities of particular requirements andsituations, should not preclude the identification of areas of concentrationand priority themes for United Nations actions: Ways of enhancing therole of the General Assembly and the Economic and Social Council inpromoting policy development at the national and regional levels andharmonizing policies at the international level in relation to these themeswill need to be examined. 17[Italics mine]The question is how should the UN go about this formidable challenge ofcoordinating international efforts for the implementation of change both at theinternational and national level? More specifically, in what concrete ways can the UNimprove its ability to act as an information gatherer, crisis manager and monitor ofinternational norms?The question is not an easy one. Yet, the United Nations is not alone in its attemptto institutionalize measures that help implement a vision. For inspiration, it can lookto a process of implementing change used by a therapist, a corporation or even itsbrethren the World Trade Organization(WTO).
