war that preventive mental health and preventive diplomacy should respectively seekas an objective; but the ambitious presence of optimal individual and internationalwell-being. Rather than a therapist seeing depression in an unhappy marriage as the“disease”to be cured or the UN viewing hostilities between Serbs and Muslims as thecentral problem to be resolved, both depression and ethnic conflict should be viewedas consequences of unsuccessful inter-dependence.Preventive mental health cannot promise to prevent conflict or crisis by focusing oneliminating or containing the inevitable negatives in life. That would be impossible. Itwould require all the resources in the world and then some. For preventive diplomacyto work, the crisis manager has to encourage parties to move forward and increasethe positive experiences and exchanges despite inevitable negative ones. The role ofpreventive diplomacy then is to ensure that the positive exchanges heavily outweighthe negatives. Rather than attempting to decrease inevitable disputes, more focusneeds to be put on increasing the positive exchanges between once openly hostileparties. Inter-dependent trade, political exchange, and mutual assurances for securityare all vital components of such long term breakthroughs.As Boutros-Boutros Ghali perceptively put it,“Peace-building means fostering aculture of peace”. 4In the context of warring parties, the solution does not end withthe disengagement of forces or the splitting of territory, but with empowering theparties with an opportunity to experience successful inter-dependence. As Boutros-Boutros Ghali suggested,“Land reform, water-sharing schemes, common economicenterprise zones, joint tourism projects and cultural exchanges can make a majordifference. Restoring employment growth will be a strong inducement to the young toabandon the vocation of war.”5Preventive diplomacy to be successful must encouragea long term experience of successful inter-dependence; an environment that makes3704 An Agenda for Development: 23.5 Ibid.
