The Treaty of Paris, signed in November1990, formally brought the Cold War to an end. The Warsaw Treaty Organisationwas no more, and soon after the Soviet Union disintegrated into a commonwealthof independent states. These developments have raised hopes for a new era ofinternational cooperation, freedom and democratisation, peace and security, andrespect for human rights(Vosskuhler 1990: v). President Bush of the United Stateshas referred to the emerging epoch as the‘New World Order’, in which“diversenations are drawn together in a common cause, to achieve the universal aspirations ofmankind: peace, security, freedom, and the rule of law”(UNESCO: 12).35
