As recent challenges of the UN have shown, the UN neither fullyknows itself nor its enemy. It is at a critical juncture in which it must re-define bothits own role as a crisis manager in preventive diplomacy, peacemaking and peacekeepingand face new challenges from its members in the post-cold war internationalsetting. Without a clear, coherent and unified strategy, the UN’s worst enemy willcontinue to be itself. It’s members will fail to seize the historical opportunity inherentin any organizational crisis: the opportunity for fundamental change and breakthrough.As the United Nations commemorates its 50th anniversary it has become acutelyaware of this historical opportunity for renewal. In the 1994 Annual Report entitled,Building Peace and Development, Secretary General Boutros Boutros-Ghali stated thatthe United Nations’responses to global issues such as peace and security, democracyand development should take a new approach based on a“coherent and unified”365
