Recent editorials have called out for sustained efforts“tostrengthen institutional protections for peacekeepers and to ensure their effectiveimplementation.”27Since its inception, 1,176 peacekeeper fatalities have beenrecorded. 28This has led to a draft convention that covers everything from murderand kidnapping to threats of attack and provides for the suspect’s prosecution underthe laws of the state where he or she is arrested. 29 With concerns like these it may beeven harder to find countries to offer troops for future PKOs.For these and countless other reasons, the United Nations must undergo somefundamental changes regarding the use of force and implementation of peacekeepingforces. Here are a number of reform measures to enhance the basic capability of theUN in these roles:? Create a standing UN Armed Forces contingency. This force should include acommand and control structure which supports primarily the UNSC but alsosupports the office of the Secretariat. The size, composition, and infrastructureof this force should be such that it can appropriately support a limited numberof police actions;? Establish an assessment on the sales of the conventional weapons by allcountries to help fund a standing armed force(please note earlier discussionregarding this concept);? Develop an analysis methodology to better determine the necessaryrequirements for partaking in any police action or enforcement.
