predicaments that continue to arise year after year, the following suggestions areopined:? Reduce the amount of arrears a nation may accrue from the current 24 monthperiod to a duration of three to six months before suspension of membershiprights and/or privileges is capable of being evoked;? Empower the UN Secretary-General to suspend the rights of a nation whichhas fallen behind in its financial obligations to the UN(retain the capability ofthe General Assembly to overturn that suspension);? Expand the suspension criteria to include other measures besides loss of votingrights in the General Assembly to include loss of: participation or representationin various UN committees and panels; voice in the General Assembly; eligibilityto membership in the UNSC; voting rights in UNSC matters; and veto power inUNSC resolutions(these should be applied in a graduated scale of restriction);? Based on the recommendations of the recently established special committee,adopt a methodology of payment calculations which is more equitably based ona member nation’s budgetary contribution capabilities; and,? Consider other means of payment as acceptable alternatives to meet thefinancial responsibilities of a member state(e.g., providing equivalent amountsof humanitarian aid and supplies, offering transportation vouchers for UNPeacekeeping troops, personnel, etc.; accepting additional contributions ofpeacekeeping and military equipment and supplies).The main emphasis of these recommendations is to shift the burden of paymentback onto the member nations where it belongs. It is the nation’s responsibility tomeet its financial obligations. Failure to meet those pledges should minimize theeffectiveness of the UN, while maximizing the pressure on all member states to300
