Alternatively, allow the General Assembly to override the decision/recommendation of the Secretary Council in these areas;? Arrange the charter to reflect a four dimensional power sharing structure ?Executive(i.e., Secretariat), Legislative(i.e., General Assembly), Judicial(i.e.,International Court of Justice), and International Security(i.e., UN SecurityCouncil). The power sharing should become more balanced overall among thefour elements. Other existing councils should be absorbed by the appropriateelement to equitably apportion UN power and responsibility;? Modify the charter to allow for easier submission of amendments or revisionsto the charter. Streamline the revision process; and? Establish a clause in the charter to institute a monetary impost on nationswhich engage in sale, purchase, and/or transfer of conventional and weaponsof mass destruction. This idea was recently tendered by Mikhail Gorbachev. 18Allowances should be set aside for a country’s reasonable promulgation ofself defense capabilities. Revenues from these transactions should be used forpeacekeeping and establishment of a standing UN Military Force. Furthermore,provisions in the charter should hold nations that engage in these activitiesaccountable, especially in cases that require UN supported sanctions ormilitary actions to resolve those future territorial, ethnic, or religious disputes.An ancillary clause should be introduced to establish reserve funds forenvironmental issues that threaten the globe.Modification of the Charter of the United Nations should be carefully conducted.
