佐藤栄作論文集9~16

第11回努力賞breakdown of the communist regime.CARTER OF THE UNITED NATIONSModification or reforming any charter or constitution is a complex and potentiallyperilous task.“It means dealing with non-federal, pluralistic, right-oriented forcesclaiming economic, social, and legal justice and/or equality; with demands forhistorical redress and future considerations; with the realization that the veryprocess of change itself is a central part of the debate as to where power resides.”16This does not, however, excuse an entity from making such changes.Throughout this monograph, numerous suggestions have been panned whichwould require modifications to the current charter. These will not be readdressedin this section. Specific recommendations include:? Include in Article 1 a paragraph specifically addressing the need to establisha protectorate of the world’s environment. Nowhere is the environmentspecifically identified as a function of the United Nations and yet the globalimplications of our environment are paramount and should be a cardinaltenet of the United Nations to protect and preserve for future generations ofhumankind;? Abolish the current“enemy clause”in Articles 53 and 107. In attempting toachieve its goal of universal peace and harmony, terms such as“enemy”areoutdated. The General Assembly’s Sixth Committee has already approvedthis measure 17 and it is expected that the General Assembly will follow suitby the end of 1994;? Modify Articles 4, 5, and 6 to give admission, suspension, and expulsionresponsibilities to the General Assembly instead of the Security Council.16 Dave Thomas, Canada and the United States: Differences that Count, Broadview Press, Ontario, Canada, 1993, p.199.17 Kunihiiko Yamaoka,“Drop‘former enemy’clause, U.N. body says”, The Daily Yomiuri, November 27, 1994, p. 1.297
