第11回努力賞worthy as these goals and motives are, it becomes clear that the UN lacks focus andis taking on far more issues than it could possibly hope to accomplish. It must reformits basic structure and focus to be an effective future-oriented, proactive organization.Although the UN is not a corporate entity as such, it should subject itself to athorough and honest self evaluation. For years,“Corporate America”has immersed ina“re-engineering”effort to make itself more efficient and profitable in the increasinglyintegrated world economy. Other nation’s companies have followed suit. Nextsovereign governments, including the USA, France, and Saudi Arabia, are undergoingsimilar ventures; such as the Clinton administration’s“reinventing government”crusade. The United Nations has the same responsibility to its member nations as apublicly held corporation does to its stockholders ? to efficiently manage its internalstructure and operations.In the previous Eisaku Sato Memorial Prize Essay Contest, a number of suggestionsand recommendations were offered. 7This counsel is as valid today as it was lastyear. The major themes in that essay were to: acquire strategic focus and set itsgoals accordingly; concentrate on functioning within the sphere of the UN’s“corecompetencies”(such as PKOs, relief operations, and environmental issues); eliminatefinancial fraud, abuse and waste, eradicate duplicate efforts. In addition, the followingrecommendations are tendered:? Replace the recently retired UN Trusteeship Council 8with a GlobalGovernance Strategic Implementation Council ? the quintessence of thisbody will be to conceive a strategic focus and action plan for the realizationof global governance. This body could call on other UN entities(such asthe United Nations University recently established Agenda for Peace andGovernance special advisory team 9)to assist in the development of this idea.7 Noah Todd McLain,“The United Nations ?
