Potential risksand problems can often be mitigated through research and analysis beforehand. Itcannot be over emphasized that performing this analysis could save money, time,and most importantly, lives. It also enables the monitoring process to proceed moresmoothly and efficiently. Yet it is worthwhile to remind the plenary that monitoringshould not consist of non-human gathering methods only. Human-to-human interfacingis extremely necessary. To insist upon only mechanical, electronic, or opticalmonitoring efforts is not sufficient. Monitoring efforts might also set the stage forimproved relationships between the UN and the affected parties. The United Nationscould even use these efforts as basic relation building blocks; promoting cooperativecommunications, interfaces, and relationships.Ⅷ．OBTAINING GLOBAL COOPERATIONBarring invasion from outerspace, it appears there is little chance that sustainedglobal cooperation will ever be achieved. The same attitude, however, persisted amongthe multitudes whenever a thaw in Soviet-American relations was discussed. Quitesimply, nothing is impossible. The UN should strive to achieve global cooperation.True global integration and cooperation may be generations away, however, it is timeto set the course for global unity now. There are many imposing barricades to be torndown. At the center of this issue is national sovereignty. The UN must address andseek out ways of appeasing nationalities’concerns about protecting its sovereignty.It would appear that technological progress is probably the best way towardsachievement of this axiom.Embracing technology and its advancement is one true way to promote global160
