explosive situation. The UN’s relief organizational abilities have been demonstratednumerous times. The self analysis should focus on eliminating any abuse that maybe present in this faction of the United Nations and promoting effective manners andmethods to deal with negotiating safe and secure passage into, and out of, the affectedareas.Ⅵ.OBSERVATIONTo become a more effective international organization, the United Nations shoulddevelop an observation and analysis branch that can cope with the flood of informationthat is expected to be available in the twenty-first century. This is not to be confusedwith simply collecting data and operating as statisticians. What is required is anorganization that effectively collects necessary data, performs timely and accurateanalysis, and provides these results to the UN body such that their decision makingprocess is streamlined and augmented with the best information possible.One suggestion is to formulate agreements with other nations’intelligencegatheringagencies. The UN should not put itself in the role of“spy”. However,information is routinely collected by the world’s governments which could benefitthe United Nations. It is suggested that the United Nations University be consideredas a recipient of such information for research, analysis and UN-only dissemination.It would be unreasonable to believe other nations would be willing to release muchof this“sensitive”information, but in times of pending UN military or relief action,nations should be more willing to provide such information. Especially, if their troopsare to be involved.To foster this approach, a network or series of secure data exchange“pipelines”should be established to provide access to information and exchange of research158
