第10回優秀賞upcoming fiftieth anniversary of the UN, it is not unreasonable to conduct a thoroughself examination. Indeed, the UN has recently come under increasing criticism andscrutiny. Examples are abundant. This criticism does not center on one specific area.A sample includes: Security Council membership; peacekeeping guidelines; financingdifficulties; too much bureaucracy; and internal waste and mismanagement.The importance of the UN Security Council(UNSC)has grown with the increasingnumber of Peace-Keeping Operations(PKOs). The council consists of fifteen seats;only five of which are permanent. Many argue the UNSC should be expanded toinclude a wider array of participants and that the number of permanent seats beexpanded. 4British Prime Minister John Major, on a resent trip to Japan, has“voicedclear support for Japan’s bid to become a permanent member of the UN SecurityCouncil.”5If Japan or Germany, due to their economic prowess, are going to be calledupon for more and more support and responsibility, should they not also be privy tothe inner sanctums of the United Nations Security Council?Also hotly contested are the UN’s peacekeeping efforts. With over a dozen effortsongoing; involving more than 75,000 soldiers, a number of member nations are callingfor an overhaul of the UN PKO decision making process. The United States(US),for example, is concerned about involving her troops in these PKOs when there is noclearly defined objectives or criteria for the withdrawal of those troops. 6PresidentClinton is calling for stiff conditions to be set for creation of PKOs. 7Additionally, theUN is hampered by the reluctance of member nation supplied troops being led by UNCommanders. Issues such as these undermine the potential successful outcome of anyUN peacekeeping effort.Another limiting factor to UN effectiveness is fiscally-oriented. The current financialcrisis is very serious.
