will require a strong, global economic catalyst if there is to be any hope of achievingeconomic parity between the Industrialized and Third Worlds.It is already acknowledged that our planet is in environmental turmoil. Ourenvironmental problems are gigantic and varied. For example, British scientistsrecently reported that the hole in the Antarctic ozone layer has reached a level of“massive depletion”2 and they were“not expecting it to be so low”. 3 Toxic wastedumping; deforestation of the bio-diverse Tropical Rain Forests; storage of nuclearwaste; and protecting endangered species such as tigers and the spotted owl allrepresent formidable world-wide problems. In very few cases can one nation besingled out as the accountable culprit. If past performances are taken into account,there would be just cause to call for world-wide indictments. In order to successfullytackle these life-sustaining issues, a cohesive, world-wide institution is necessary tosolve or reverse these problems. No one nation has the clout, economic means or willpower to solely eradicate these issues facing the modern world. Clearly, the UN in itspresent capacity is equally ill-equipped to handle and manage these issues on its own.The aforementioned issues help to illustrate the dramatic slate of issues which theworld currently faces. This is by no means a complete listing of all the world’s ills.These topics are itemized to show the complexity and depth of these issues. TheUnited Nations has been involved in these and many other issues over the past fortyeightyears.
