to represent the sine qua non of the twenty-first century, then there must be effective,visionary leadership to guide this concept from postulation to accepted axiom. It isin this role that the United Nations and its affiliate organizations must now graspand actively pursue. Working in conjunction with established sovereign and psuedosovereigngovernments and Non-Governmental Organizations(NGOs), the UN canhope to foster a world which is more peacefully motivated and increasingly moreequitably integrated.This essay explores the issues, challenges, and roles the United Nations facesin the wake of its second fifty years and the coming twenty-first century. It offerssuggestions on how the UN might better maintain and promote global harmonizationin this increasingly complex and convoluted world. In doing so, particular accountis given to the development and continued relationships between the UN, itsmember nations’governments and NGOs. The main emphasis is not only on theUN’s traditional peacekeeping activities but also on an increasing need to anticipateemerging“hotspots”and eliminate them before they require sustained militaryoversight or action.Ⅱ.CURRENT WORLD TRENDSThe Cold War lasted more than two score. Its end has not metamorphised theworld into a peace-loving, tolerant planet. On the contrary, in some respects the IronCurtain acted as a ligature; bundling and binding potential regional and ethnic clashes,loosely held together, that have since unravelled in many former communist countries.One need only look to former Soviet Georgia and Bosnia-Herzegovina as vividexamples.
