dialogue with people from all segments of the community. It can start with casualgreetings; as one continues to talk with people in the troubled community, theybegin to express their concerns, fear, distress, and mistrust. Often their concern isnot well-founded; in such a case, the Permanent/Special CPR or any other memberof the network is encouraged to correct any unfounded speculation, rumours andpropaganda. It should also be explained to the villagers that the internationalcommunity represented locally by the U.N. and other members of the network iskeeping a close eye on the situation of the community. By encouraging dialogue andbuilding trust with members of the community, the U.N. along with network membersis able to assert its position as the centre of confidence in the community.The dialogue is also instrumental for the network to gain valuable informationregarding the causes of the tension and possibility of the tension spreading to otherareas. With new pieces of information, the network can project further implicationsof the present situation so as to prepare itself for the possible development of thesituation and for restoration of normal life in the long-run.3.On-site MediationIf the attempt at confidence-building does not produce a substantial result incalming down the situation, the Permanent/Special CPR could intervene at thecommunity level to provide neutral mediation. He/She identifies, with the help oflocal people, responsible leaders of the community, local government officials and localmilitary/police commanders or any other pertinent members of the community. Therole of the Rapporteur here is not to lead a diplomatic negotiation; but rather to aimat solving a local dispute that might flare up into a large-scale armed confrontation.First, the Rapporteur describes his/her own assessment of the situation,emphasizing the gravity of the problem in that it may escalate into bloody armed136
