This kind of mere presence is useful to a certainextent in preventing the incipient tension from escalating into a full-fledged conflict,as the presence itself shows the whole community that the eye of the internationalcommunity is fixed on the development of the precarious situation, as a deterrentagainst any perpetrators.2.DialoguePresence alone cannot guarantee reconciliation and normalisation of the situation.In localised conflicts such as ethnic tensions, hatred bears hatred. People are proneto be influenced and driven by rumours, propaganda and fear. In order to relievethe tension, these factors have to be removed from the local population.
