第10回優秀賞ambassador.The above examples strongly suggest the existence of a gap between the decisionmakinglevel, namely the Security Council, and the field. In order to create anenvironment for real peace, any sign of trouble that has been identified by theearly-warning network has to be swiftly and properly channelled. The followingtwo measures are the basic prerequisite for this goal: the use of CPR as the bridgebetween the decision-making level and the field in the U.N. system and correcting topheavyU.N. staffing.1.Use of CPRIn view of the U.N. charter Article 34, Article 35(1)(2)and Article 99, thefirst requirement towards the establishment of the early-warning mechanism is theinstitutionalisation of the involvement of Permanent CPRs. The importance of puttingthe Permanent CPR on the spot lies in his/her mandate; it requires him/her, interalia, to produce regular situation reports directly to the Chair of the Security Counciland Secretary-General. This streamlines the information flow between the two endsand the Council members would be able to relate better with the actual situations inspecific countries and regions. Furthermore, the streamlined flow of vital informationfrom the field enables the Security Council and General-Secretary to take necessaryand appropriate measures in a timely manner.If an impeding security concern is identified, the early-warning network requeststhe Security Council to consider sending a Special CPR. 11The mandate of the SpecialCPR is authorised by the Security Council not under Article 39 but rather Article 34.He/She is responsible for 1)further clarifying the exact nature of the symptom ofthe peace-menacing situation in close collaboration with the early-warning network;2)providing on-site mediation.
