In any case, what is important here is that the participants are in a position tomaintain close contact with community members.Function of the NetworkHow could this network be formulated and what kind of function should itperform? In fact, it is often the case that an informal network of U.N. offices, NGOsand, sometimes, local leaders is established in a host country; yet, its function doesnot go beyond exchange of specific information and casual socialisation. The presentproposal attempts to develop this informal network into a formal system for conflictprevention. For this specific purpose, the initiative of the U.N. is most crucial.First, a senior person who reports directly to the Security Council or Secretary-General should be appointed as a Conflict Prevention Rapporteur(CPR). There aretwo types of CPR. During the normal time, a country representative of a certainU.N. agency can act concurrently as a permanent CPR, who does not have to benewly appointed and whose mandate dose not go beyond maintaining the network,convening regular meetings among network members and reporting regularly to theSecurity Council and the Secretary-General.Regular meetings convened by the Permanent CPR serve as the crucial forumfor information-sharing and collective policy-formation on the aspect of detection ofominous symptoms: each organisation presents its own points and areas of concernidentified during the previous reporting period; the forum analyses the collectedinformation; it comes up with measures to treat the symptom at the earliest possiblestage; and if the containment by the network is not judged possible, a request for the131
