第10回優秀賞situation in Bosnia-Hercegovina substantiates this claim. 5Second, a low-tech but relatively abundant stock of conventional weapons ?automatic rifles, land mines, artilleries, mortars and tanks ? causes enough casualtiesbut not decisive damage. The Cold War left behind a huge stockpile of conventionalweapons; local militia and paramilitaries do not miss opportunities of obtainingthem. As a result, parties involved in the conflict are able to equip themselves witha substantial amount of materiel; and yet, neither side is overwhelmingly superiorto the other owing to the absence of sponsors of decisive weapons. Under suchcircumstances, the conflict is prolonged and the suffering of civilians continues.Third, localised low-tech warfare causes unspeakable suffering among the civilianpopulation, fuelling hatred towards the perpetrator. Revenge against the perpetrator,in turn, causes further suffering on the other side thus evoking even more hatred.This chain reaction of hatred has been a driving force behind many of the post ColdWar ethnic conflicts. 6Apathy of the international community, abundance of conventional weapons andthe chain reaction of hatred are making conflicts unbearably protracted. As seen inthe cases of Bosnia-Hercegovina, Georgia and Somalia, among others, it is extremelydifficult and expensive to extinguish the fire once it is started. The best and leastcostly solution is, therefore, to disallow such conflicts to start, that is, to establish aviable conflict prevention mechanism.Proposal For Peace: Localised Conflict Prevention Mechanism(LCPM)The preceding analysis highlights the need for a viable conflict preventionmechanism in achieving real peace.
