The only thing I trust is this,”a BosnianMuslim soldier once said as he held high his Ak-47. His words symbolise the post ColdWar world: Fragile“peace”maintained by nuclear balance of fear has been replacedby numerous localised conflicts fueled by logic of guns and ever-growing hatred.The past five years have marked a historical watershed with the end of the ColdWar. This change, however, has not brought us a tangible sense of peace and security.On the contrary, low-intensity conflicts and ethnic wars have grown rampant in everycorner of the globe. With the emergence of new factors undermining global peace, theinternational community, particularly, the United Nations, is hard-pressed to establisha new framework for achieving and maintaining new-peace in this new era.Against this background, the present paper purports to introduce policyprescriptions for the United Nations to create an environment for the real peace forthe next century. The paper first argues that, in principle, achieving peace hingesupon socio-economic and politico-military factors; and yet, the end of the Cold Wargravely undermines the latter, which has created the general chaos and upsurge ofnationalist upheavals and ethnic conflicts. Recent torrents of localised conflicts now callfor reexamination of the politico-military framework hitherto maintained by nuclearbalance of fear. This analysis leads to a five-point proposal towards establishment ofreal peace with specific emphasis upon prevention and a locally oriented approach.123
