第3回佳作thelegalauthoritytolegalycompelobedienceofnationsincaryingoutinstitutionalpoliciesforpeaceandglobaldisarmament.Thisisthereality.How then couldtruth andknowledgeevolvedorpolishedin theprocesofresearch forpeaceand disarmamentin theinstituteberenderedefFectiveintheworldcommunity?Thereisnolegalenforcementtothise恥ct.Itmighthappenthatitwiljustbelikeamereacademicexerciseafterwhichitisshelvedandnothingisheardoflateron.Againstthisimagined situation,itisherebysuggestedthattheinstituteoftheUnitedNationsUniversitybyorganizedinawaythatitwilincludeeducationalprogramsandtrainingforleadersofmembernationsortheUnitedNationsOrganizationonaregularbasis.Inthisprogram,presidents,primeministers,andgovernmentheadsandleaderswhoaregiventheman血tetoleadandgoverntheirrespectivepeoplesarestronglyurgedtoatendtheseUnitedNationsUniversityeducationalprogram.Theyshouldatendnotaslecturesonworldpeacebutasparticipantswhocometohearandgainknowledgeonthesituationortheworldconcernlngdisarmamentandtheproblemsbefrontedtheinternationalscene.AllecturecontentsshouldbetheresultsorthedevotedresearchesundertakenbytheUmitedNationsUniversityInstituteforPeacePromotionanddisarmament.TheseleadersfrommembernationsshouldnotcometoglVetheirideasonpeaceandwhatitshouldbe,Ondisarmamentandwhatitshouldbe,buttolistentowhatthelnstitutesay,confidentthatsuchknowledgeandtruth,suchconceptsbeingpresentedareinnowaybiasedtowardsanycountryoranyparty385
