概要

佐藤栄作 受賞論文集

This is critical, in that the first hours and days following a disaster, humanneeds take priority. As Ferris (2010) notes“In the immediate aftermath of a flood, governments are often not able to provide necessary educational facilities foraffected children. This can (and must) come later, once the children are protectedagainst violence and have access to the basic necessities of life. Similarly, the rightto documentation is a crucial issue for many affected by emergencies, but affectedcommunities have a more urgent need for sufficient food and water.”(Ferris, 2010, p.8) This is where the UN can make a significant, immediate contribution, in the form ofrapid-Response to those most vulnerable to the effects of natural disasters.Table 2Security forwhom? What is the source of the Security Threat?MilitaryStates Cell 1National Security(Conventional realist approach to security studies)Societies, Groupsand IndividualsCell 3Intrastate Security(Civil War, Ethnic Cleansing)Military, Nonmilitary,or bothCell 2Redefined Security(Environmental andEconomic Security)Cell 4Human Security(Environmental andEconomic Threatsto the Survival ofSocieties, Groupsand Individuals)The role of the UN could be considered most appropriate in this Cell 4 role(Providing direct assistance to disaster victims internationally under the framework of HumanSecurity.
