What is the core issuewhich can make the most difference to quality of life, that should be the focus ofmain effort of the international community, the center of gravity of the developmentcampaign and the single minded intent of world leadership in the early years of the21st Century? The answer to all of these questions is to make education universallyavailable to all.Many state and non-state actors have been clamoring for reforms in the UnitedNations. Education is an agenda that can give the United Nations a renewedcharacter. The UN must not only save succeeding generations from the scourge ofwar but also from the misery of ignorance. The route to global security is throughthe conduit of universal education. This generation must be the last of the illiterates.Education must become an international public good.This can be only achieved if a stratagem shift in recognising education as a keyingredient of further human evolution can be engineered. The problem is how doesone convince the world, riddled with poverty and social inequity, that education(andby extension knowledge)and not economics is at the core of the process of humanevolution and sustainable development? Governments believe that economic growthnaturally fosters social development. But is this supposition true? Probably, not.There are three segments of society which require education in one form or theother.
